Title: The Official GunLink POPVOX Thread To Oppose Gun Control Legislation
Post by: GunLink on January 07, 2013, 09:36:51 AM

A recent post by a forum member here (http://gunlink.info/forums/index.php?topic=893.0) shared a great resource from NRA-ILA that citizens can use to contact their elected officials, including sending them a form letter on a potential renewed "Assault Weapon Ban."

There is another great resource called POPVOX (http://www.popvox.com) (from the latin vox populi - the voice of the people; popular or public opinion) that users can take advantage of to express their opinions to their legislators.  While POPVOX has been around for a couple years, it has recently been gaining in popularity and is a perfect opportunity for supporters of the Second Amendment to voice their feelings on pending gun control measures.  Advocates of such gun control measures are highly motivated and are taking action.  We need to do the same to avoid being the "silent majority."

As the video below mentions, if we sit idly by we will end up with a situation where a majority of the population may not support gun control but a majority of the population that the legislators hear from DO support it.  If we take action, we can shift that tide and show legislators that we - their constituency... their bosses - oppose more gun control laws that have proven time and time again to be wholly ineffective at stopping (or even reducing by a minimal degree) crime and violence.

This thread will be used to share POPVOX information and link to the POPVOX pages for bills related to gun control issues.  Our staff will try to keep the thread updated with such links but, as a community, we need to work together.  If you spot bills that we miss or haven't linked to yet, please post the links to them.  Spread the word to your friends, family members, Twitter followers, Facebook buddies, gun club, shooting range, hunting pals, etc.

Here is the first set of gun control related POPVOX links:

Common Sense Legislation to End Gun Violence (https://www.popvox.com/bills/us/113/x101)
Washington needs to pass gun laws that will keep guns out of the hands of criminals and other prohibited purchasers and keep military-style weapons and high-capacity magazines off of our streets. To do this, they should pass laws that will:

    1. Require criminal background checks for ALL gun sales, including private sales.
    2. Ban assault weapons and high-capacity magazines.
    3. Make gun trafficking a federal crime.
(Proposed by: Mayors Against Illegal Guns.)

By supporting, you will be telling Congress that you support these changes to federal gun laws.

By opposing, you will be telling Congress that you oppose these changes to gun laws.

Repeal the Gun-Free School Zones Act of 1990 and amendments to that Act. (https://www.popvox.com/bills/us/113/hr133)
H.R. 133: To repeal the Gun-Free School Zones Act of 1990 and amendments to that Act.

H.R. 142 (https://www.popvox.com/bills/us/113/hr142)
H.R. 142: To require face to face purchases of ammunition, to require licensing of ammunition dealers, and to require reporting regarding bulk purchases of ammunition.

The High Capacity Ammunition Feeding Device Act (https://www.popvox.com/bills/us/113/hr138)
H.R. 138: To prohibit the transfer or possession of large capacity ammunition feeding devices, and for other purposes.

The Blair Holt Firearm Licensing and Record of Sale Act (https://www.popvox.com/bills/us/113/hr34)

Mandatory licensing and registration of handguns (https://www.popvox.com/bills/us/113/hr117)
H.R. 117: To provide for the mandatory licensing and registration of handguns.

New Version of the Federal Assault Weapons Ban
Sen. Feinstein's New Version of the Federal Assault Weapons Ban (https://www.popvox.com/bills/us/113/x102)

Senator Dianne Feinstein (D-CA) is working on a new version of the federal Assault Weapons Ban, a law she helped write in 1994 and has been trying to revive since it expired in 2004. The legislation, which will be introduced in 2013, proposes a ban on assault weapons and large ammunition magazines, strips and drums that hold more than 10 rounds -- but would grandfather in weapons and magazines purchased legally before the new law takes effect. The bill would stop the sale of more than 100 assault weapons, but exempt more than 900 specific hunting and sporting weapons, according to Sen. Feinstein.

By supporting, you will be telling Congress to stand behind a new federal Assault Weapons Ban.

By opposing, you will be telling Congress that you are against a new federal Assault Weapons Ban.

Raising the age of legal handgun ownership to 21. (https://www.popvox.com/bills/us/113/hr65)
H.R. 65: To prevent children’s access to firearms.

H.R. 137: To ensure that all individuals who should be prohibited from buying a firearm are listed in the national instant criminal background check system and require a background check for every firearm sale.

OLD BILLS - You can no longer share your opinion on these bills via POPVOX.

A Federal Assault Weapons Ban (https://www.popvox.com/bills/us/112/x100)
Congress passed a federal Assault Weapons Ban in 1994, but the ban expired in 2004.  A new bill would ban military-style weapons and high-capacity ammunition magazines.  Approximately one out of five law enforcement officers slain in the line of duty are killed by assault weapons. Congress should draft a new law that is clear and enforceable and will take military-style weapons and high-capacity magazines out of our communities. (Proposed by: Mayors Against Illegal Guns.)

By supporting, you will be telling Congress you support a new federal assault weapons ban.

By opposing, you will be telling Congress that you are against a new federal assault weapons ban.

This proposal was proposed in a previous session of Congress. You can no longer write a comment about this proposal.

S. 436: Fix Gun Checks Act of 2011 (https://www.popvox.com/bills/us/112/s436)
Summary: A bill to ensure that all individuals who should be prohibited from buying a firearm are listed in the national instant criminal background check system and require a background check for every firearm sale. (More Info)

S. 436 was introduced in the 112th Congress, which has adjourned. It has not yet been reintroduced.

Be sure to READ THE BILLS

Please note that bills frequently get nice, friendly sounding names.  Common sense? Less violence?  Who doesn't want that?  People see titles like that and say "Sure, I like common sense and don't want more violence" so they support a measure without reading it.  If you read what that "common sense" consists of, it's more gun control and the specific bills for those gun control measures are widely opposed because readers aren't being "duped" by nonsensical titles.

Another instance:

The NRA Members' Gun Safety Act (https://www.popvox.com/bills/us/113/hr21)
H.R. 21: To provide for greater safety in the use of firearms.

Read a little further and we see the bill text, which includes such gems as:

TITLE I--REQUIRING A BACKGROUND CHECK FOR EVERY FIREARM SALE
SEC. 101. PURPOSE.
The purpose of this title is to extend the Brady Law background check procedures to all sales and transfers of firearms.

Ah yes... they mythical 'gun show loophole.'  Again.  The bill also includes language about background checks for gun store employees, requirements for reporting lost/stolen firearms, obtaining CCW permits, and measures to "prevent terrorists from obtaining firearms" - such as making firearms transfers be at the discretion of the Attorney General.  Looks like Mexican drug cartels will be safe, however.

As they say, the devil is in the details.  Get involved in supporting our rights but be sure to really get involved - read the bills, figure out what they're about, form an opinion and share your views with the legislators. Don't just skim.  If you have questions or comments on the bills, you're probably not the only one; feel free to share them in this thread.

While individual contact:  Email, snail mail, phone call or personal visit - is necessary, membership in both national and state pro-rights organizations is important.  The 'secret' is that your elected 'representatives' are your 'hired help', and on both national and state level, they respond to only two things:  Money and numbers.  If a state legislator hears from an organization in his state composed of, say, 10,000 voters, he's going to listen.  If a national organization sends out postcards, or has a direct email link or phone number to your 'hired hand' in the District of Corruption, use it.  The fewer who think they know better than you what's 'good for you', the less likely they are to sell out your liberty...but they need to know you're watching, and will hold them accountable.

Some of the bills this time were difficult to find as they didn't show up under the firearms section. I had to go to GovTrack to do a keyword search this time. For information on some of these you can click on the "More Info" link in PopVox. I also found two more in the GovTrack that didn't show up in PopVox:

HR 808 - will establish a department for arms control and disarmament

S 903 - details how non-US citizens can own firearms within the state they reside

S 1212 - deals with establishing more public ranges

HR 2046 - protects the right to bear arms at water resources development project

HR 2361 - deals with prohibiting local and state governments from increasing taxes on the sale of firearms and ammunition, as well as the background check

I also found two more in the GovTrack that do no appear on PopVox:

HR 2464 - would amend the consumer product safety to remove the exclusion of firearms and would require safety standards be established and met

HR 2463 - the house bill that goes with S 1212

They are two "new" bills up that I'm almost positive were introduced earlier in the year, about preserving public target ranges, and public hunting.

If you haven't been to POPVOX in awhile, it's filled with ObamaCare, and budget laws now.

I do keep that in mind and I do searches on a monthly basis (or about that) on the congress website and I search key words within the text. Nothing has popped up that I can tell. I have two new bills to add:

The Sport Act (https://www.popvox.com/bills/us/113/s1660)

S. 1660: A bill to protect and enhance opportunities for recreational hunting, fishing, and shooting, and for other purposes.

The Protecting Individual Liberties and States' Rights Act (https://www.popvox.com/bills/us/113/hr3483)

H.R. 3483: To amend title 18, United States Code, to provide exceptions from the firearm prohibitions otherwise applicable in relation to marijuana if its possession is lawful under State law.

FYI, the Sports Act is 55 pages long and has a variety of topics in it, including: public gun ranges on federal land, hunting on federal land, and an change to the toxic substance text. I'm trying to figure out what it means, but I think they're adding firearms, ammunition and everything to the toxic substance control act. I would aprpeciate any feed back on this since I tried reading the toxic substance control PDF and it is 50 pages long and I don't have that kind of attention span.

It's been a while since I have updated this page, sorry for that. As I going through the Congress webpage to see what bills, if any, have been moved on since September, I found the number to be very small, and the number of new bills to also be small. So I'm posting all of the bills that have had action since September below.

I also threw in one that isn't about firearms, but it's about knife ownership. I'm assuming most gun owning citizens own at the very least a pocket knife and most hunters own larger knives. I thought this might be of interest to some.

The SpeakUp page with the widgets for PopVox will be updated sometime this weekend as well.

Okay guys. New Congress in session and PopVox has decided to updated their website. Unfortunately, it makes sorting through the proposed legislation a little more time consuming now since they don't have the list of all legislation anymore. At least the search function is working now, but they took down their ready-to-use HTML code boxes. We are working to figure out the best way to post the new legislation in a user friendly format, especially the widgets page.

In the mean time, this is what I have found as of now:

Firearm Safety Act of 2015 (https://popvox.com/bills/us/114/hr225)

To amend the Consumer Product Safety Act to remove the exclusion of pistols, revolvers,
and other firearms from the definition of consumer product in order to permit the
issuance of safety standards for such articles by the Consumer Product Safety
Commission.

S. 173 (https://popvox.com/bills/us/114/s173)

A bill to modify the definition of "antique firearm".

The Look-Alike Weapons Safety Act (https://popvox.com/bills/us/114/s213)

To improve requirements for entering into commerce of imitation firearms, and for other purposes.

The Safe and Responsible Gun Transfer Act (https://popvox.com/bills/us/114/hr368)

To provide for greater safety in the use of firearms.

HR 131 (https://popvox.com/bills/us/114/hr131)

To amend chapter 44 of title 18, United States Code, to more comprehensively address the interstate transportation of firearms or ammunition.

The Homemade Firearms Accountability Act (https://popvox.com/bills/us/114/hr377)

To amend chapter 44 of title 18, United States Code, to require homemade firearms to have serial numbers, and for other purposes.

The Home-Assembled Firearms Restriction Act (https://popvox.com/bills/us/114/hr376)

To prohibit the sale, offering for sale, manufacture for sale, distribution in commerce, or import into the United States of certain firearm receiver castings or blanks, assault weapon parts kits, and machinegun parts kits and to prohibit the marketing or advertising of such castings or blanks and kits on any medium of electronic communications.

HR 47 (https://popvox.com/bills/us/114/hr47)

To ensure secure gun storage and gun safety devices.

HR 307 (https://popvox.com/bills/us/114/hr307)

To establish a gun buyback grant program.

The Safe Students Act (https://popvox.com/bills/us/114/hr86)

To repeal the Gun-Free School Zones Act of 1990 and amendments to that Act.

The Keeping Guns from High Risk Individuals Act (https://popvox.com/bills/us/114/hr226)

To amend chapter 44 of title 18, United States Code, to prohibit the sale or other disposition of a firearm to, and the possession, shipment, transportation, or receipt of a firearm by, certain classes of high-risk individuals.

HR 224 (https://popvox.com/bills/us/114/hr224)

To require the Surgeon General of the Public Health Service to submit to Congress an annual report on the effects of gun violence on public health.

Looks like a good crop of laws that could have important consequences.

These catch my eyes though.

S. 173 (https://popvox.com/bills/us/114/s173)
A bill to modify the definition of "antique firearm".

Sounds like a good idea.  Gets rid of the arbitrary 1898 date and makes it 100 years before "now."   Why would a 100 year old gun in 1998 be an antique but not a 116 year old gun this year?

Quote
The Safe and Responsible Gun Transfer Act (https://popvox.com/bills/us/114/hr368)
To provide for greater safety in the use of firearms.

Anything with such a friendly, common sense tagline as that above in red has to be dangerous.  And it is.  Summary says "The purpose of this title is to extend the Brady Law background check procedures to all sales and transfers of firearms."  That is:  to further regulate private, in-state sales of a legal object.

Quote
The Homemade Firearms Accountability Act (https://popvox.com/bills/us/114/hr377)
To amend chapter 44 of title 18, United States Code, to require homemade firearms to have serial numbers, and for other purposes.
Sounds like they're butt hurt over the 80% receiver market.  All those dangerous street thugs and drug dealers with a machine shop and the knowledge to use it.  Beware!

OK - PopVox has improved their search function enough that I can actually locate bills without wanting to bang my head on the keyboard. I will apologize for such a large post. Here's an update of everything that is in congress as of now - everything has been submitted to commitee and/or subcommittees, and only one has been moved to the actual calendar and i couldn't find a date for it.

Ok...so I have come to the conclusion that popvox's search engine has not improved at all. I'm working with two sites now to find all of the available bills dealing with firearms, hunting, ammunition, knives, etc.

The bills posted after Feb. of 2015 are still on the books technically even though most have never moved out of committee. I'm working as fast as i can to get the info for all of the ones that I have missed. I will be making a lot of posts over the next couple of days in this thread with bills that are relevant to every day citizens (for example, there's a bill that would make it illegal to carry or use a firearm when smuggling illegal immigrants into the US).

Do you have specific bill that is confusing or a question about?  Most firearm related bills are to limit our constitutional rights. Not all, but most.  The popvox page will show you how people are leaning and where they are. If you continue to scroll down you will see who sponsored the bill (sometimes a good indicator for an anti gun bill) and peoples comments.

Start with the description and then go into the full bill text. Keyword searches in the text can help make lengthy bills easier to get through.

For example the one that says "To amend the Higher Education
Act of 1965 to require institutions of higher education to
disclose their concealed carry or open carry policies with respect
to firearms, and for other purposes."
Are there places that ban guns and don't tell you about it? It
seems like places that ban guns would want everyone to know
that they can't have a gun there otherwise what's the point of
the ban?  Or does this mean that places where they aren't banned
would put up signs that say guns are allowed?
Other ones have names or descriptions that sound like a good
thing but then further down it sounds like its actually for gun
control.

The higher education bill, the full text just now became available, will require universities to disclose its concealed or open carry policies in a prominent place on its website and on all promotional materials used for prospective students and to report all crimes involving a firearm that occur on campus, in or on non-campus buildings/property and on public property near the campus for the previous 2 years. You can decide on what you think of that, but my initial thought was advertising where there are unarmed students.

As for the names or start of a description, you are right. The Democrats are masters at deception and they hope the majority of people wont read past the title or short description. Like the Hate Crime Prevention Act - "everyone" wants to stop hate crimes, but if you read the full text, it would change the law that says people with felonies lose their gun rights to include those charged with an enhanced misdemeanor for a hate crime lose their gun rights. To me, that's a slippery slope before all enhanced misdemeanors are added.

Or the Stop Illegal Trafficking in Firearms essentially reiterates laws already on the books, with some modifications to punishments. What's the point of that?
