What stands out most to me is that like was said there is such a patch work of laws on what your required to do. My PA License issued to me as a NON-Resident at one time IIRC allowed me to carry in 22 states for reasons that vary some states no longer either accept PA or they do provided I'm a PA resident. It can get pretty tricky. I hate to say make it a Federal Standard but something need to be done to simplify to whole thing.
